May 11, 2011: The 9th Circuit issued a 140-page opinion in Veterans for
Common Sense, which held that VA's systems for handling the mental health
needs of veterans with PTSD and for processing appeals of regional office
decisions on benefits claims. The opinion indicated that the district court may

May 10, 2011: The CAVC heard oral argument in DeLisio v. Shinseki regarding
whether the effective date for a secondary condition can predate the regulation
